is it just a vacume leak?

I am purchasing a 86 fiero 2.8 that seems to have a timing problem along with a vacum leak....the engine seems to have very little power no matter what rpm its at, you cant gas it with out stalling it right away you have to slowly give it gas to increase the rpm...when driving you almost have to gas it all the way before you can speed up any at all and going any higher then second will cause the load to be to much for the engine...the fastest i got the car to go was about 35 in first...keeping it in second for more then a few seconds and the car seemed to lose all power..

car dosent smoke
loud sucking noise when it reves
rough idle

like i said it sounds like its lost almost all vacume...

Any idea on whats wrong withthe car??? Am i right about the vacume, would it cause some of these problems?? any help would be awsome, thanks
