3.1 V6 No Start?

I have a 95 Chevy Lumina With a 3.1 V6 and it won't start. It has 47lbs of fuel at the fuel rail but, injectors won't open. I tested the injectors and they all ohm out at 12.9 ohms. I replaced the fuel pressure regulator and fuel filter. Also replaced the fuel injectors in fear of maybe one was stuck open or closed. I have spark and I have started the car by spraying starter fluid into the throttle body. When I stop spraying the fluid the engine dies out. I've checked for bad or loose wires and grounds and all fuses and all are good. And the car is not throwing any codes. Also if someone can tell me how to get the codes by jumping the ports. Can someone tell me what to check/change next? Thanks.

Have you checked to see if the injector fuses are blown?

I,ve checked all the fuses on the inside of the car but how do you check the fuses under the hood?
