is the fuel rail of a 3.4 capable of more fuel flow than the 3.1?

What 3.1 and 3.4? What are you planning on doing to need more fuel than the stock rails will supply?

Forget about fuel upgrades. You don't need larger injectors unless you have like a 3500 swapped or a huge cam with headers or something. Or if you are boosting with turbo or S/C. Besides if you mess with the fuel injectors or fuel pressure you gotta recalibrate your ECM so it know that and doesn't always flood out at idle etc.

But to answer the question, the 3100 fuel rail is the same as the 3400 fuel rail. It can support plenty of horsepower. MidnightZ24 put 358hp to the wheels in his turbo 3400 cavilier (which means the motor is making close to 400 probably).

the rail isn't the limiting factor.. it's the fuel line size and fuel pump..

for the record, the 3400 fuel rail is working fine for me.. (see sig for general mods)
