I blew two large holes in my block from a piston rod breaking and was wondering if anyone knew if I could use the block and the pistons from a 3.1 and use the top end of my 2.8? Mine is a 2.8l 1988 Cavalier Z24 and the other is a 3.1l 1991 Beretta.

Yes you can. If you're getting the whole motor out of the Beretta and there's nothing wrong with it why don't you just swap the 2.8 EGR, throttle body and the vaccum lines onto the 3.1 and throw it in. You may have to use the 2.8 injector harness but I doubt it. Externally those should be the only differences between the 2 motors.

3.1 Engine information
The 3.1 motor that I can get does not have the throttle body. It only has the block, crankshaft and the pistons. Everything else is completely missing in action. It has been sitting for about 2 years and I think it might be seized. I found a block and a crankshaft 1.5 hours away for $150 that I might get but I would still have to get the pistons and such. If there is any more information that anyone can give me that would be great. Thanks.

the 2.8/3.1 heads (gen2) are identical so yes you an put your old 2.8 stuff onto the 3.1 and it'll work fine.
