    A new block.

While a 2.8 can be bored from 3.503" to 3.62", and then stroke increased from 2.99" to 3.31" to net you the same 3.4L displacment, the cylinder walls are too thin to safely support this. GM reccomends using a dedicated 3.4L block for this due to extra material in the cylinders just for this.

My opinion is no carb, I'm an EFI guy. I've converted two of my vehilcles now from carb to EFI and helped on a couple other conversions.

Also saying you have a Webber tells us NOTHING about the sizing, since they make diffrent size carbs.
