Simple rounding doesn't sound very odd to me. Nothing different from what every other auto manufacturer does.

Especially true since most manufacturers use a X.X format, most everyone rounds upwards and GM already has a 3.3/3300.

As for the bore offsets, I added a pic to the 3900 info thread showing a 3900 gasket on a 3100 block so you can easily see the amount of offset for the new engine.
