whats the need to swap rockers unless you have a bare 3500 head without any rockers to start with? I usually like to try abd buy complete heads.

He said he had 3500 heads, never stated if the rockers came with it or not and not everyone sells the heads with rockers.

Rockers being included also does not mean its a "complete" head. A complete head is valves and springs installed, at least by typical definition.

They have to be removed to remove the head so it wouldn't surprise me if they weren't included.
