Lifters pump up with oil pressure so it happens instantly that is if your getting oil to the rocker through the pushrod... If your not getting that then you have an oiling issue, if you are getting that then the issue is with how the lifters were assembled and you have the check ball installed wrong or its not working properly. The fact that you can push down the lifter and it doesn't go hard means you have no oil being locked in the base of the lifter by the check ball.
Fully disassemble a lifter and post a picture of how the parts came out in an exploded view with them being in the proper order, then we can tell you whats wrong or if they are put together wrong.
