after that ( besides Port and polish) there is nothing more you can really do to gain and even then you will be at maybe 160HP.
Then there is a 3400 swap 180Hp out of the box. with the bolt on above 220HP easy! and a 6200RPM rev. so my advice is swap it and enjoy! the 3.1 is very cool but is old and not really Mod friendly.Mike 60degree addict.

mine is a turd under 4200. Sounds like yours cant breath. Bolt on are cheap. Port and polishing is even cheaper, some sanding rolls, but costs a lot of time. I have 30 hours in my UIM, 110 hours in my LIM, and about 5 hours in my TB.sigpicHow to make High performance Emissions:
A "true" High flow converter, straight pipe.
Low/No flow EGR valve, block off plate.
Carbon canister and purge valve mod, place in large 30 Gallon can, cover, and place curbside, the city will do the rest.
PCV valve and vent tube, reroute to exhaust to dump where it belongs, on the ground. Or add breathers and let it all free.

You can retard the cam shaft timing. But you'll need an aftermarket sprocket.
Best bolt on I know is WOT-TECH Heads, LIM, Plenum and TB. You need to improve the air flow from the TB to the Combustion Chamber Valve. Only placing half would be okay but it will never open it up all the way.
Those are the two resrictions these engine have, that I know of. The airflow resrictions is the biggest improvement you can make.
Or you can get a performance camshaft.
These guys make the best stuff for the 3x00's, hands down. My 3100 pushes 300-350hp, but I'm also boosted.

I think I would try the retard cam thing for a cheap boost to the high end. Pull the timing cover, pull the cam sprocket, drill out the locator pin hole and install an offset bushing and put it all back to together, probably a total cost of $25.00 if you have a tool to pull the crank pulley. Everything you need is on Ebay. Like this, or if you are clever you can make your own.

Retarding the cam timing is... retarded
You can shift around your power band all day but in the end it's not going to make the car any faster. You need an increase in port flow, a Gen 3 top end will do that. "hybrids" pretty much started in the J-body platform and people still do it all the time.
While you are at it, throw in a Comp 260 cam and some LS6 valve springs. You'll have plenty of power past 5K then.

He wants power above 5,000, so retard the cam and get it there. There isn't any free lunch, but for $50.00 he can move the power band up easily. Where you get the power has as much to do with how the engine performs for the task you have in mind for it, so if power above 5,000 is what you need then that is an easy cheap fix. Larry

I don't think that dollar point is possible to meet sorry.

You buy a set of offset bushings for $20.00. You take the timing cover off, remove the cam drive sprocket, drill out the locator pin hole to fit the offset bushing, install your selected bushing and put the whole thing back together. I am allowing $30.00 for gaskets. I think anyone with a set of Walmart sockets could do it. Larry

Guess some people just don't have the ability I think they do or should have. If you buy a set of sockets you probably know what they are used for, I am only saying there is a very easy cheap solution to the task that was asked about, if you aren't able to do it chances are good that you know someone who is. Removing the timing cover and the bolt that holds on the cam gear isn't rocket science. Larry

It's still a setup for disappointment on a Gen 2 3.1.
