if you're sure you are NOT going to be boosting, then the obd1 swap will be fairly straightforward. i should know, i'm writing the guide for it as we speak. the only things you will need are a PCM from a 91-93 w-body with a 3.4, or from any 93 w-body with a 3.1(not a cutty with a 3100) and i think a 94 lumina with 3.1. i'm pretty sure those are all of the vehicles that use the 16149396 PCM. in addition, you'll need a way to adapt the existing wiring harness to the new PCM. the easiest way: read my guide, when its done and it lists a description and the part numbers for EVERYTHING. the cheapest way: cut off the existing connectors and solder (crimping 1. looks bad, 2. isn't as strong) in the connectors from the 91-93 PCM.
thats about it... well if you want it tuned(which i would suggest, but it will run without it) then you'll need a chip made, something i'm also developing.
to swap to obd2... don't know, never tried(obd1 works perfect for what i need) it but other members here have done it...
overall cost to convert to obd1:
16149396 PCM: maybe $30 from a junkyard
the pcm plugs for the 16149396: if your yard is nice, you only need the plugs and about 24" of the wiring sticking out of it, otherwise, they'll probably not want to sell it without you ripping out the whole engine harness. i've had the plugs + wiring get quoted for $20.
depending on what route you want to go, that is potentially everything.
if you want to be able to remove it and convert it back to stock(should you sell it and want to keep the adapter, or it gets wrecked, or some other reason), then you need to make an adapter, which is what i describe how to do in the guide.
total cost to make the adaptor: $50 or less, depending on where you get the parts.
chip: i would charge around 75 for a custom chip. obviously a 16 bin switch tune would be more, but this isn't the place to discuss that.
so depending on what you want to do:
OBD1: $50-$175
EDIT: since you edited your post, i might as well update mine: this will work fine with a manual tranny, but a turbo is something you can't do with this setup alone.
but you will also have other problems to solve trying to hook up a manual(due to no 94-up w-body ever coming with one from the factory)
