static balancing

has anyone here had experience with this?? i've got my engine completely apart right now and am wondering if i can do this..

AND if there is any point dynamically balancing the crankshaft

i've been reading .. idealy you want all the lower end of the block components to be the same weight... by using an accurate scale this is possible?
