Basically as the hole gets larger there will be less restriction (Boost), but higher flow of air through that hole, creating more power at less "boost".
So two "same" engine can have two differenmt "boost pressures" but the one with less boost pressure could make more power, if it has a more free flowing intake and exhaust system, and yes the exhaust system will also have an effect on boost pressure. If the air can't get out, then it will just be backed up, and artficially raise the intake pressures.
