    Could a messed up Idle Air Control valve cause an engine's (LHO 4T60 in 92 Lumina) rpms to vary, up and down, quickly? IS there a way to test teh IAC without a scan tool?

      On OBD 1 PCM's you can jump the A&B pins like you were going to pull the codes and wait 30 seconds. You will hear the IAC motor running. The PCM is driving it shut. After 30 seconds turn off the key and unplug the IAC. Now turn the engine on. With the IAC all the way closed and with no way to operate you can determine wether it is the problem or not.

        Well, I don't know anything about jumping a connector, can you tell me how?
        Do you mean the first two pins on the connector, as in:

        |A|B|C|D|
        ---------
        |E|F|G|H|

        or as in

        |A|C|E|G|
        -----------
        |B|D|F|H|
