pick a target idle speed, remove all IAC and spark idle correction(if applicable), get the engine up to full temp, start closing the throttle via the stop-screw until you get down to the idle speed you're looking for, then drop it ~50 to 100RPM further.
now, when you're idling at full temp, your IAC will be positioned at least a few steps away from fully closed. most of the engines i've played with on an OBD1 ECM seem to like the 15-20 range. too few and you can get into requiring permanant spark retard to keep idle speed in check, too many.... i can't think of any immediate issue from that?
