Personally I don't think so but you've already apparently ruled out all of the relevant ignition components.

grand am gt 3400, no start intake/exhaust backfire

It cant really go out of time.
If the cps measures 980 ohms, all the ignition components are good and the plugs are known good then it should fire off assuming the wires are on right.

talking through PM's I had a random thought... any of you OBD2 guru's think VATS could be the problem here?

The rusty destroyed coolant tower... LOL that's all you can really see with this photo.
Did you get the injector wires confused? If so the injectors wouldn't be firing in the right order.

If you happened to mix up the pushrods it would be pretty mad but since it passed a compression test it seems unlikely...
99 would have Multec 1 injectors vs Multec 2 on a 2001 so a different connector, otherwise no.
