Well it's come down to one thing. I'm going to drain the coolant tomorrow and tear the intake off of the heads before resealing the entire assembly above the heads. I have a full intake set and a good amount of RTV.
It's either going to work or the car is going up for sale since I don't have the time to mess with the top end any more and I don't have the money to buy a 3.1 top end. If I can't get rid of this vacuum leak, the car is pretty much undriveable due to the fact that A) it idles at 2000 RPM, B) drinks gas and smokes (due to high intake pressure reading by the MAP), and C) I can't take it for inspection in its current condition (and it's already a week overdue on the 10 day sticker).
