Are you 100% certain you kept the pushrods in the right order? That sounds a little extreme to say let it run a while to let lifters pump up.-60v6's 2nd Jon M.

Maybe check your throttle cable then. It could be hung up on something, or check the cruise module and linkage hookups on the TB itself for binding and possibly causing the TB plate to be stuck partially open.-60v6's 2nd Jon M.

Disconnect the TPS and see if the idle is fixed. Or if you have something that can show you the throttle percent, i.e. a scanner of some sort, check to see what it is. Should be zero at idle.
Disconnecting the TPS will throw a code for low TPS voltage, but the computer will report the throttle position at zero.
