yes you need the wheels off ground the with a slight load on the supension and the stering wheel locked. move the wheel left to right to check for tierod end and rack damage. if the wheel has slack in all directions(up-down, left -right) check your bearing and ball joint.
There will be some slack in the wheel naturaly so don't assume, physicaly check each componet by hand.

When i get them in right, I hear a whine or whizzing sound, like a small electric motor kinda. That is how I know it is running.
Not to dig up an old post, but that would be your cooling fans coming on.

I was just gonna say that.
Also, I have a sort of popping noise when I turn the wheel and the guy that did my transmission said it could be the upper strut mount. I had the whole assemblies out though when I lowered my car and there didn't seem to be anything wrong, other than my ball joints were bad so I replaced those.
