    You did it the right way. You could turn the car off after it's hot and measure the 2 terminal one that goes to the ECM. I say with it off so you don't throw a SES code while it's running. Just pull the plug, and probe both terminals. The 2 terminal one is directly in the coolant path that goes through to the heater core. But it sounds like possibly a flow issue or air bubble.
