I use a wire wheel and a drill.. works every time.
I used a wire wheel too, but it was an old one that was well broken in, so as not to gauge the block. I used a couple of cans of the Permatex gasket remover, and used a shop vac to get the dust out of the cylinders. I flushed the oil and coolant afterwards.
