Depending on year make and model, and the most important part the trans. Most trannys made in the year of the 2.8 can just handle what the 3.1L MFI can, when GM introduced the 3.1 one they had to update the trans, in 1993 most 3.1L equipped models came with the 4t60-E all 1991-94 DOHC models got it except rare manual equipped makes, where most pre-92's base models got the 4t60. The 4t60-E can handle up-to 245hp, the parts for the 4t60-E where standardized in mid 1993.
A 2.8L MFI can be over bored to a 3.1L, and the ECM can be reprogrammed. As far as that the 3.1 is a 2.8 clone.
in theory, you can (and it has been done) bore a 2.8l to 3.620. this is what ari engines does to build their stroker 3.4l in a 2.8/3.1l block. it however leaves the cylender walls paper thin.
basicly, the 3.1l is just a different crank and pistons (pin height is different) than a 2.8l. as for how much power it can take, well, how much money do you have??? there is a simple formula for how much power an engine can have. it goes as follows:
money = horsepower
basicly, tell us more what you have and are planning to do with it
Not without making spending a TON of money (~$25k-$35k), and making it a full-on high-rpm race engine, which wouldn't be much fun on the street. More realistically, 200HP is pushing it for a 2.8 street engine without boost.

280hp isnt to far out there. what year is the motor (is it aluminum head or iron head) and is it in a fwd or rwd application???
if your willing to build it up a little bit (forged pistons, stainless valves, 3x00 top end if its a fwd) and put a modderate amount of boost to it (15psi or so) it would be able to have 280hp.
I was referring to making 280HP NA on a 2.8 costing that much. Everybody knows you can make that power easily with boost....so put YOUR crack pipe down. He never asked about boost. I stand by my cost estimate if you want to make it NA.

200hp n/a is possible, and there is likely a lot left to be had. but as far as cost effectivness, boost would be the best way. if you can afford expensive gas, the early s-10 pistons will yeild just under 12:1 with aluminum heads. using the newer 3400 heads and intake will have to be on your list, and a good cam as well. the crane 272 would probably reach the tagret HP, but late in the rpm's, so you'll have to re-gear or just wait for it to rev up for the fun to come. and you'd have to have a set of headers. then there is still the question of "what is this going into?" that would be a major factor, as in the fwd transmisions you have imited gear options, if any, and rwd is pretty wide. and there are also complications with using fwd stuff in the rwd platforms, like aluminum heads and a distibutor dont really fit together on the topside.

The original question was how much a 2.8 can handle. Not make. It can handle well over 200 is what I am saying(been proven by a lot of people) but even so your 25k engine is still way too high.
Stock crank will work- Free
forged rods - $600
forged pistons - $600
oil pump - $100
Machine work on bottom end - Lets say $1k
All the head work including porting and machineing and parts- lets make it high and say $2k
Camshaft and lifters pushrods - $500
Carb and intake mani - $2k lets say for arguments sake.
gaskets - $200
Still way under 25k
Gm made 270 hp n/a with these motors back in the 80's and it didnt' cost $25k to do it.
And explain to me why anyone would want to try and do it n/a for "$25k" when you can do it for much less money? N/A is such an old school way of doing things. Forced induction is the now and the future.
to answer the original question again and keep this thread on track, a stock 2.8 can handle 250+ hp all day on a stock bottom end with proper tuning.
