What is VATS? Never heard of it before.

Also, what has to be done in order to get the L32 3.4 to work with my original TH700R4? Since 1995 version of the transmission is electronically controlled, is this another PCM delete flash?

It should be possible to tune it to work with a 700r4. IIRC 4th gens came with a 700r4 in '93 so a factory '93 tune with VATS delete may work well.

VATS stands for vehicle anti-theft system. It came standard on F-bodies '89+ and expects the ignition key to have a resistor in it. If the PCM does not get the signal with the correct resistance it will shut down the fuel injectors after a few seconds of running.

It's however very easy to flash out of the PCM.

Oh, yeah I remember VATS now, saw a build on S10 Forum where a guy did it the hard way and made a circuit board that gave the PCM a simulated ignition key signal.

You are correct, the '93 has the 700R4 before they switched to 4L60E's. I would definitely go for that but I don't want to limit my donor car options if I can't conveniently find a '93.

Who can I contact about PCM flashing?

If you're up for doing it yourself, it's pretty easy. Use TunerPro (free) to edit the calibration, WinFlash ($20) to flash the PCM, and buy an OBDI cable and wire in an OBDI port if you don't already have one.

If you can't find a '93 you can still flash a '93 calibration to the PCM. However you might need a '93 throttle body for the 700r4 TV cable. I have no idea for sure though.

I'd be down to flash the PCM myself if I could find a stupid-proof guide how to do it! Haha, and I'm pretty sure you're right about the TV cable, but I might have to sift through some donor cars to know for sure.

Flashing the V6 PCM is almost identical to flashing an LT1 PCM. The calibration is very different of course but the method of flashing is the same.

Right but I have zero PCM flashing experience. Are there any straight-foreward articles or writeups that you would recommend? Even better, who can I contact who can do it?

You plug the ALDL cable into the OBDI port and your laptop, open WinFlash, make sure it's set to the same COM port as the cable, then you can read/write bin files as you please. I'm sure you could find a tutorial for an LT1 PCM. I can also do flashing.
