Will a 1989 z24 5 speed fit a 1993 with 3.1. Any help is appreciated. And what is needed to do it

no it wont fit, not without some issues.
-the vss in the 89 is a gear driven cable, the 93 has a hall effect sensor. you need to split the tranny and change the reluctor wheel on the diff.
-the slave is different. 923-94 they use an internal slave, were the 89 ses an external slave with a cross shaft and fork with a normal release bearing. to fix this, either get the master, slave and line from an 89, or change the bellhousing over. that could be done while changing over the reluctor wheel.
other than that, it will fit no problem. seems like a lot of work though.

You are correct about the VSS being different, but it does not HAVE to be swapped. There is still an electronic VSS as part of that cable drive output. IIRC it is only 2000 PPM not 4000 PPM, but there is conflicting information on when that change occured.
I wouldn't bother with swapping the bellhousing either, just use the '89 clutch parts, cheaper than the NVG clutch parts and work just as well.
