4T60-E Whine & Hard shift into gear from park & neut

The tranny in my 93 Lumina Z34 has a whine that changes with the engine rpm. It sounds like my car is supercharged. It does it in park, neutral and in gear. It doesn't shift smoothly into gear from park & neutral. But, when you're driving along the tranny works perfect. Could it be the pump on its way out, or could it be related to the vacuum modulator? Any input is appreciated.

You sure the whine is from the tranny? Power steering pumps have a tendency to wail at times.

If it is the tranny, it could very possibly be the vacuum modulator.

The noise is definately coming from the tranny, it's noticeably coming from the driver's side of the engine bay. What are all the symptoms of a modulator gone bad?
