what would be involved with putting a newer(later 80s early 90s) efi engine into my currently carbureted 86 cutlass ciera.(i would also like to upsize to the 3.1 if possible.

As always, its a balance between money and your own skills.
One option I could see would be to get the engine, computer, and wiring harness from the donor car. That way you can be as plug and play as possible.
Another option would be to use some kind of standalone computer that would control fuel and spark. If you are mechanically/electrically inclined, using the Megasquirt standalone to control fuel and spark might be an option.
A third option would be to keep the existing engine, but use the intake manifold from an EFI verson of your engine and then use either the wiring harness and CPU from the donor car, or use a separate standalone. (EDIT - this option assumes the upgraded intake system is injector in manifold as opposed to injector in heads, then a head swap (if possible) would have to be done)
Nomatter which way you go, you will have to find out how easily the motor will swap into the car. Sometimes its a direct bolt in, other times motor mounts might have to be fabricated. The other thing you will have to do is upgrade your fuel pump to an EFI pump.
