This is a sandrail, so I'm not sure he has power steering...

If there's a lot of load put on the motor from the power steering pump, the motor will sputter. I was driving a Chevy 2500 4x4 a while back...as I was turning around, the tires got caught in a hole in some gravel. When I tried to turn the wheel, the truck sputtered and about died. I then just pulled forward and turned the wheel and it was fine. Maybe some part of the steering isn't adjusted right and is putting a large load on the motor when turning.
This car does not have power steering.. Would this theory still apply?

No. It would only be caused by a power steering pump putting a high load on the engine.
