Anyone in MY area have tuning capabilities??

So this question has probally been asked a million times before but is there anone around me with the ability to tune/program? Zip code is 53590 (madison, WI area) I know absolutely nothing about how to do this, other than needing expensive software and some know-how. It's just simple things like an EGR delete and cat/post-cat o2 sensor delete so the SES light wont be on. The car is a 96 GP SE/3100. car will also be getting a big-port top swap if that matters...
