No emissions testing other than verifying if you have all equipment in place. That means they look to see if a cat is there. They don't check EGR/etc AFAIK. You can have a gutted/hollowed out cat but as long as it looks like one is on there it will pass. They don't test if they are working just if they are there.

They dropped the external inspection yes, unless your car meets a specific standard... they have a list of vehicles that need to be inspected on the DMV site, mine didnt fit that so I lucked out.
As far as the test, Mine should have been a plug in test too, but I think since I flashed it right before I brought it there they plugged it in and it came up as not ready, so they just opted to do the older style test since it didnt have any SES light so I could pass and be on my way. I'm glad they did it that way too.

Why did being just flashed cause it to not be ready? Do you have to disconnect the battery afterwards or something to make it "ready" ?sigpic New 2010 project (click image)

Once you flash your ecm, or clear codes, or disconnect power the ecm has to go through a learning process before all the sections are ready to report pass or failure, thats why if its an inconsistency with a sensor after resetting it it may not come back right away. Some people say you need to drive like 160+ miles before all systems will report ready and show failures unless the sensor itself is physically bad.

We were messing around with a mazda mx6, and it was throwing 2 rediness codes. But when we cleared them, it only took about 10 minutes of everything to come back. Maybe its diffrent for gm's though.95 Beretta- Lg8 Daily Driver

what do you mean come back? and whats a 2 rediness code? If the code is present and obviously a flaw it will come back quick, I'm referring to the ones they typically check at a emissinos test, 2 02 operation, missfires, Evap flow, and EGR stuff... unless the sensor itself is shot, if one of those is not working properly after a reset it may take a while for the code to re-apear and that is also the timeframe on which it takes for the system to become "ready"

Here in PA, OBD2 cars are allowed to have a certain ammount of codes set, and still be able to pass inspection. It goes by years how many codes are able to be present and still have it pass. Lets say 96-98 cars can have 2 codes set and still pass, 99-2002 can only have 1, and 03+ cant have any (thats just an example)
We called them rediness codes, basicly just a code that would cause it to fail inspection(once the computer has had time to get a signal/reading from all the sensors)
