I want to use a 96-98 Grand Am as a race car. What I want to Know is with OBD2 can chips be made? Or do you need a reprogramer, what I want to change is the rev limiter and shift points maybe a couple other things but nothing to radical. Is this something I could have a dealer do? Any information will be helpful.

You can not make a chip for it. You must use a programmer, or send it off (and pay half the cost of the programmer) to have someone do it for you. With the programmer, at least you can mess with the programming later. And no, a dealership will not be able to do it. They can basically only reflash the PCM to stock.-Brad-
