In a nut shell, the clamping force of the ARP hardware is different than stock, so you want to have the sizing checked and machined if necessary to make sure the bearings have the proper clearance when you put everything together.
The installation of new bolts can cause the parting line between the cap and the rod to shift ever so slightly, and this misalignment can create a tight spot between the rod bearing and the crankshaft journal, which will scrape away some of the lubricating film of oil and foster a hot spot.
Some rods will exhibit more shift than others, so it's a good idea to have any rods sized when you change bolts.
