I would just like someone's opinion about this, out of these three turbos(T25,T28,T35) which one of the three could survive city driving, and give me the most use able power in all these situations (street,drag,highway,track)?

I've never heard of a T35 either. The T25 and T28 will both be too small unless you have a 2.8 or 3.1 and are planning on lots of torque without much top end.

The GT3571 shouldn't have much lag, but it's top end will be limited. The compressor upgrade to a GT3576 should provide a lot more potential from the compressor side of things with slightly more lag. You should always be able to do the upgrade later if the GT3571 isn't enough or if the GT3576 is too much. Any of the GT32xx turbos are just too small. The GT3582R is also an option (a great one IMO), though it may spool even slower than the others due to the larger compressor wheel.
