considering the weight of said van and occupants, I start out with a few basic engine mods like you had mentioned in the first place before going turbo, that way you can get the most out of that little turbo you are talking about and stay factory. Turboing a non-tuned engine or bone stock engine is a waste of time to begin with...

But thise 3400 motors love the boost. Its the fuel and spark that needs to be right.
You can consider the 89-90 Turbo Grand Prixs NON-turbo engines. The only thing is they use Mahle pistons. Most factory pistons I've seen were Mahle..well on MPFI engines. 3100-3400? ANyway..thise engines came with 205hp from the factory with a T25 from a base line of about 140hp. Thats a 65hp jump with only 7.5psi Guage. Now add a free flowing intake, more displacement, and better exhaust ports, I'd say it would be a 65-100hp jump with just the same desity ratio at 7.5psi guage.
We can push the stock t25 on the TGP to its full capacity to get 240hp at 11psi guage. They still hold just fine for thousands of miles.
And if you try to consider weight...The TGP weights about 3500lbs. OK..now how about my old 87 ford 2.3l at 3500lbs...at 15psi. Ok..how about the Dodge Turbo Minivans at 2.5l or 2.2l. at about 3300lbs. I don't think weight is mutch of an issue...unless your running crazy boost and advance timming with cheap rat piss gas.88 Beretta GTU turbo . 90 Black ASC/McLaren TGP, awaiting 4t80. 2003 Grand AM se 3400/4t45 daily grind.

You don't have much underhood room in that thing, so you may be looking at doing a remote mount system like I have on my Z24 (see pics of it on my site). You could probably mount the turbo just after the cat converter, or just eliminate the converter if emissions are not regulated in your area.
10-12 psi boost will take some good tuning, as stated above (proper AFR and reduced timing- you don't want to rely on the knock sensor alone to eliminate detonation). An FMU may work, but that device will limit you to 10psi or so. The best approach would be a good in tank pump, large (properly sized) injectors, and custom ECM work. Premium fuel and cooler spark plugs will help a lot to keep the engine running safely at those extreme pressures. I use AC R42LTS6 plugs in my car and buy the best pump gas I can find (92-94 octane).
You will also want to consider some good pistons, I broke a piston skirt on my '02 Venture engine in my Z24. It had about 20 mid 12 second runs on it and 15k miles or so of street driving (and, uh, street racing). I pulled it from a wrecked 02 Venture with only 5k miles (so it had 20k total when the piston skirt gave wya- 15k boosted in my Z24, and run pretty darn hard).'89 Z24 3400 5-speed
