clyde river, nunavut is my guess.... its the northmost city in canada thats on my globe that is near water and at a bout 70*N i would imagine that its proabbly pretty snowy for a good part of the year

however after the 5 min i spent googling it i doubt that 800 people classifies it as a major city in canada.... oops....
