2001 Lumina, Wipers only work on high

Hey guy's. I'm having a problem with my son's car. It's a 2001 Lumina 3.1. With the key on and I hit the switch on low or delay the wipers move a inch or so and go back down to the parked position. They work fine when the switch is in the high position. Any ideas?
