Yes but if you read that article not once in there does it talk about the use of nitrous oxide as a power adder, or in its raw form... It talks about it only as being a byproduct of something else. When its used in an engine its broken down so N2O is not what comes out the tail pipe...
I'm sure there will be much stronger regulations on it in the future and so on, But simply the use of a car does a significant amount of damage, and how much is that regulated?
Remember if you ask your local politician there are a bunch of them who say global warming and ozone depletion is BS... (I do not agree btw)

Low/No flow EGR valve, block off plate.
Carbon canister and purge valve mod, place in large 30 Gallon can, cover, and place curbside, the city will do the rest.
PCV valve and vent tube, reroute to exhaust to dump where it belongs, on the ground. Or add breathers and let it all free.Comment
