Anywhere in the USA it's against Federal law to remove a functioning converter.

Removing and scrapping a defective cat is legal--provided you re-install another functioning cat in the same position. In some states, you have to reinstall an OEM cat to comply with state law; but by Federal law, if the state law doesn't require OEM, aftermarket cats are OK.

here in Texas its legal to remove a cat and replace with a test pipe if you do it yourself, cannot be done by a shop

I pulled my cat off about 5 yrs. ago when my engine had almost no power left. It was almost clogged solid and amazing that any exhaust could pass it through it at all. I gutted it out and put it back up for inspection purposes. It runs good but I don't care for the sound it produces, too much resonance going on inside of the cat now that it's hollowed out, it almost sounds like pinging when you first step on the gas. Once your moving the sound goes away and it sounds normal.
