Are you not tuned already though? Could also be just the rrfpr adding too much fuel upon start up causing for a slight fouling of the plugs.
If you're in of a tune, do it asap!

How can I do a tune on a obd 1.5. I have to do a obd II swap and get someone with an hp tuner do the tuning. I replace the FPR. I am adding the FMU back in with a 4.1 ratio

SOL with "1.5" time to move back to the better obd1 or goto obd2... Standalone works too!

I have been told the obd II is the best, so I will try and find the harness and go from there

Ryan at Sinister is the best LQ1 tuner I think I've ever come across.

You have a bunch of money in that car. You should get at a minimum a wideband. And either a tuner for your PCM or a standalone.
