Question : correct ignition timing for 93 Chevy Lumina Z34

I need to make sure I have set the timing correctly: Crank was at 360 notch on balancer straight up 12 o'clock. rotated crank 180 to 6 o'clock. front 2 cam flats facing down. back 2 cam flats facing up. cam gear marks all align.
belt was replaced, and everything put back together. Car will not start. HELP!
