It's a factory diagnostic tool distributed to dealerships that's a part of the LQ1 tool kit HOYS posted. That thing can be bolted down to the lower intake manifold and the engine can be run (and you can even control engine throttle with that handle) with that on there in place of the upper intake manifold and throttle body all to aid in diagnosing a driveability problem. However to use it you need a separate bag of bolts and plugs that came with that in a bag that are used to plug off the vaccuum and coolant leaks removing the manifold would cause. I don't see the bag in the LQ1 kent moore kit that HOYS posted either, but I have seen them on ebay frequently.
