They are the same casting, but different part numbers. I dont have a gen 3 crank to compare to, but as far as a starting point for a performance buildup, either is as good as the other. If I were to leave both cranks perfectly stock, id take the DOHC simply because it costs more from GM and no one that knows the reason has said anything publicly (or at least on the internet that I have found).
