Tach problems in a 1992 GTP

My tach is in accurate. It jumps around when i first start it. Its also 250 rpms off at idle n bout the same at WOT...How can i fix this..its agrivating..
My turbo grand prix's is acurate....Just replace the cluster or it is a wiring problem?!

Take the cluster out, pull the needle, and then replace it in the correct position.
