i have the 3400 engine, and i was wondering if i get the upper/lower intake manifolds would i need to tune the pcm? or even if i just got the upper would i have to?

For stock to near stock, a reprogrammed PCM done through a lot of experience is probably the best bang for the buck. With more in depth mods, a shop or programmer is best. The problem is finding someone that knows what they are doing when it comes to tuning.
If you are talking about the beretta, then the only programmer that supports a 96 stock beretta ecm is DHP... If you swap to a 1997 #058 Monte ECM then Ben should be able to tune that file for you, or anyone who knows HP Tuners and knows their head from their ass when it comes to tuning.
