Cheapest price in the Detroit area is about $1.50.
Is there a site out there that gives average prices at a certain time in the past.

ottawa/Ontario = easterners? LOL... Oh thats right Quebec and the Maritimes arent really Canada lol j/k
North BC is expensive anyway... at least it was when I drove through last fall before the gas pricing went completely insane and even then in the remote parts of north BC (Dawson Creek area) it was something like $1.29 a litre.
Thanks to MacDonald and the joys of provincial gas regulation in Nova Scotia, its currently 82.4 to 84.3 CAD a litre for self-serve unleaded minimum, 84.1-86.0 CAD self-serve maximum depending on what "zone" you are in the province.
Converting using 3.8 to gallons and xe.com's conversion at this moment of 0.81475, it comes to USD $2.55 a gallon as the minimum any station is allowed to charge.

Whatever way you look at the situation we here in Canada still get hosed at the pump. If you consider that when a barrel of crude was at $147 a few mths ago...max we were paying at the pump (here in the Toronto area) was approx. $1.50 @litre...now crude is $54@ barrel..that's a 62% drop.....at the pumps we are now paying..(here today) gas is .81@litre.....that's only a 46% drop, so the oil companies are making a bigger profit margin on what we're buying today than back in the summer and more profit now on every litre we buy than when crude WAS $54 a barrel before the spike began 16 odd mths ago because we weren't paying as much as $.81 back then. Can't blame it on federal taxes either, in June the tax was cut by 1% so the oil companies are taking that as well. We can't win.

The sad thing about it is that people are happy that gas is "only" in the 80 cents a litre range. Sorry but there is no reason why gas should be more than 50 cents a litre. No excuse.

it's called greed. when you profit something like a billion per quarter, they still need to rape at the pump while they yell "more!" "more!"
